If an ISA CAP® or CCST® applicant feels he/she was wrongly denied certification, original or renewal, from the CAP or CCST program, then he/she has the right to appeal.

Appeals Procedures

All appeals shall be in writing.

  1. The notice of appeal must be delivered to the Certification Board, addressed to the attention of the ISA Executive Director, by the close of business on the 21st day after the receipt date of the notice of denied certification.
  2. The appeal should include the date the notice of denied certification was received and must state the reasons the applicant believes the denied certification was in error.
  3. The appeal should indicate whether or not the applicant requests a hearing.
    1. If a hearing is requested, the applicant must explain why a hearing is needed, identify the issues to be resolved at a hearing, list names of prospective witnesses, and identify documentation and other evidence to be introduced at the hearing before the Board.
  4. The Chair of the Certification Board will select a three-member panel of the Board to become the Review Panel, one of whom shall be appointed Chair and will be the final vote in the event of a tie during the ruling.

Procedures

The Review Panel will review the appeal and any request for a hearing. The Review Panel will grant a hearing in connection with the appeal, if requested.

Hearing

  1. The Chair of the Review Panel will determine the time and location of the hearing within 90 days after determination that a hearing is warranted and will notify the applicant within the first 21 days. The applicant will be notified of the hearing time and location at least 20 days prior to the time determined for the hearing.
  2. The applicant may be represented by counsel or represent him/herself at the hearing. The applicant may offer witnesses and documents and may cross-examine any witness.
  3. The Review Panel may consider any evidence it deems relevant without regard to strict application of legal rules of evidence.
  4. The applicant is urged to submit a written brief (four copies) 10 days prior to the hearing to the Certification Board, addressed to the attention of the ISA Executive Director, for distribution to the panel in support of his/her position. However, written briefs are not required.

Deposition

  1. If the applicant or Review Panel desires to take a deposition prior to the hearing of any voluntary witnesses who cannot attend the hearing, the deposition of a witness may be applied for in writing to the Chair of the Review Panel together with a written consent signed by the potential witness that he or she will provide a deposition for one party and a statement to the effect that the witness cannot attend the hearing along with the reason for such unavailability.
  2. The party seeking to take the deposition of a witness shall state in detail as to what the witness is expected to testify.
  3. If the Chair of the Review Panel is satisfied that such deposition from a possible witness will be relevant to the issue in question before the Panel, then the Chair will authorize the taking of the deposition. The Chair will also designate a member of the Panel to be present at the deposition.
  4. The deposition may be taken orally or by video. Any refusal of the taking of the deposition by the Chair shall be reviewed by the Panel at the request of the applicant.
  5. The party requesting the deposition will pay for the cost connected with taking the deposition.

The applicant will be notified of the result of the Review Panel within 30 days of the meeting.

Final Review

  1. If the Review Panel makes a decision adverse to the applicant, the applicant may appeal to the full Certification Board for a final review by the close of business on the 21st day after the notice of decision is issued. Such appeal shall follow the same procedures as the initial appeal to the extent possible with the Chair of the Board serving as the Chair of the Final Review Panel. The Chair will once again select a three-member panel, one of whom shall be himself, to become the Review Panel, and the final vote in the event of a tie during the ruling shall be his.
  2. If the applicant does not petition the Board for review or request a hearing before the Board regarding the recommendation of rejection of the application within the time allowed by these rules, the original decision by the Review Panel shall stand.

12 O.C. teachers win national board certification

Twelve Orange County educators have been named 2011 National Board Certified Teachers, considered the most elite honor of the teaching profession.

The O.C. teachers, who hail from Anaheim to Newport Beach, represent less than 1 percent of all educators in Orange County, reflecting the dedication and skill that are required to earn the elite certification. Less than half of teachers are certified on their first try.

“National board certification is synonymous with great teaching,” Ronald Thorpe, president and CEO of the National Board for Professional Teaching Standards, said in a statement. “While our nation is focused on the need for the highest quality teachers, board certification truly is the gold standard.”

The 12 O.C. educators, announced earlier this month, join 6,266 nationally who achieved the recognition this year.

Also this year, six O.C. teachers renewed their certification, which is valid for 10 years.

The pass rate on the first try is about 45 percent nationally, officials say. Teachers who don’t pass in their first year have two additional years to redo the portions of the 10-part certification processes they failed. About 65 percent of applicants pass by the third year.

National board certification typically involves compiling four portfolios in excess of 100 typed pages, and can easily take 400 hours to complete, officials say.

In each portfolio, teachers are asked to methodologically analyze elements of their teaching style, explaining why and how they deliver instruction and precisely how it translates into student success. The self-reflective analysis must include student work samples, plus recorded video footage of the teacher delivering lessons to students.

After completing the portfolio, applicants must take a timed, three-hour exam at a testing center, during which they answer six essay prompts that test mastery of content in their certification area. They are given 30 minutes to answer each prompt.

More than 97,000 nationwide have achieved board certification. Numbers tend to be higher on the East Coast, where the program originated and is based, officials say.

Some states offer financial incentives and bonuses for becoming certified; California’s one-time, $10,000 stipend for earning certification has been axed as a cost-cutting measure.

Some O.C. school districts cover the $2,500 application fee and/or provide support networks for applicants. Others provide financial incentives to teachers who pass, such as Newport-Mesa Unified, where a 2 percent annual bonus is automatically added to a board-certified teacher’s base salary.

Illinois participates in the NASDTEC Interstate Agreement and provides a Professional Educator License (PEL) Checklist for Out of State Applicants which states that upon evaluation, additional documentation may be requested by the Illinois State Board of Education (ISBE) prior to the license being issued. The process includes creating an account; consideration for all areas listed on the valid, comparable out of state license; official transcript; and a copy of the valid out of state license. School support personnel (except for school nurse) and administrative endorsements require completion of a master's degree or higher.

Passing any subject matter MTEL test(s.; 3. For core academic licenses, possession of a Sheltered English Immersion (SEI. Endorsement. SEI is required for an Initial (level 3. license, those that pass the test can get a preliminary (level 1. license and advance when they earn SEI.

The SNHU School of Education works with students to help them identify which MTEL exams they need to take that meet both the New Hampshire and Massachusetts testing requirements since Massachusetts does not recognize Praxis, however the New Hampshire Department of Education recognizes MTEL exams in lieu of Praxis.

Minnesota only requires the passing of content and pedagogy exams for individuals licensed based on teacher preparation from another state. For some licensure areas, specifically in low-incidence special education fields, the content exam taken outside of Minnesota may meet our requirement. Additionally, an individual with a professional license from another state that has not completed teacher preparation, may meet the requirements of a Minnesota Tier 3 license if they also have 2 years of teaching experience.

Individuals Seeking an Initial License with an Endorsement as a School Counselor: Training in the Recognition of Mental Health Disorder and Behavioral Distress (School Counselors Only); 11. Individuals seeking initial licensure with an endorsement as a school counselor must include verification of this statutory required training in the recognition of mental health disorder and behavioral distress, including depression, trauma, violence, youth suicide and substance abuse. Refer to Superintendent’s Memo #313-17 for additional information on training options to meet this requirement; 12. Effective August 23, 2019, a school leader's licensure assessment prescribed by the Virginia Board of Education shall be met for all individuals who are seeking an endorsement authorizing them to serve as principals and assistant principals in the public schools; 13. Teachers can bypass jurisdiction-specific requirements if they have a valid license from another jurisdiction and one-year of licensed experience; 2. Teachers who hold a valid license from another jurisdiction but do not have a year of licensed experienced are strongly encouraged to obtain the experience on a 1-year Wisconsin license and then apply for a 3-year provisional license, which leads to a lifetime license.

Board of Professional Certification

The primary objectives of the Society’s Certification Program are (1) serving the needs of ecologists who wish to establish and validate their credentials in the context of their ecological activities, (2) guiding biologists, government agencies, courts and the public in defining minimum standards of education and experience for professional ecologists, and of encouraging all practicing ecologists to meet such standards, (3) creating and maintaining public confidence in the advice and opinions of Certified Ecologists as educated and experienced professionals, and (4) assisting the public in identifying ecologists.

The Certification Program is administered by the Board of Professional Certification, which is responsible for:

  • Establishing a procedure for critical peer evaluation based upon defined minimum education, experience and ethical standards,
  • Reviewing and approving applications for certifications, and
  • Censuring, suspending, and revoking

Composition

  • Chair: The Board of Professional Certification shall elect from its membership a Chair, who shall serve a one-year term and may be re-elected for additional consecutive

DETROIT -- One of the biggest reasons people cite when saying they won't buy an electric vehicle is range anxiety, the fear of running out of juice on the road with nowhere to recharge.

Stellantis' Ram brand may have an answer for that, especially for people who need a truck to haul or tow things. It's called the Ramcharger, a pickup that can travel 145 miles (235 kilometers) on electricity, with a 3.6-liter V6 gas-powered engine linked to a generator that can recharge the battery while the truck is moving.

Electric vehicle sales growth is starting to slow, causing automakers to rethink huge investments in the historic transition from internal combustion to electric powertrains. Polls show the reasons are cost, as well as limited range and too few charging stations, unlike gas stations that almost always are nearby.

“There's so many advantages to a battery electric vehicle, but there are certain things that are slowing people down,” says Tim Kuniskis, CEO of the Ram brand. With the Ramcharger, Kuniskis says he can tell customers “you don't have to worry about it with this.”

Stellantis, which has been slow to introduce fully electric vehicles in the U.S., is so confident in the new powertrain's appeal that it plans to offer it in other vehicles. While the company won't officially comment, a new tentative contract agreement with the United Auto Workers says Stellantis plans to use the same power system in the Jeep Wrangler small SUV in 2028, and the Jeep Wagoneer and Grand Wagoneer large SUVs in 2025.

The Ramcharger, due in showrooms toward the end of next year, uses 663 horsepower to go from zero to 60 miles per hour (zero to 97 kilometers per hour) in 4.4 seconds, the company says. And when the battery is fully charged and the generator's 27-gallon (102-liter) gas tank is full, it can go up to 690 miles (1,110 kilometers). The truck also can tow a trailer weighing up to 14,000 pounds (6,350 kilograms), more than the current Ram pickup with a V8 engine.

The battery also can be charged at home or at a direct-current fast-charging station, where it can take in enough electricity to add 50 miles (80 kilometers) of range in about 10 minutes, Stellantis says. With a two-direction home charging station, the truck can power your home in a storm, as well as tools on a job site, Ram engineers said.

Other companies offer gas-electric hybrid trucks for efficiency, and Ford's can also power a house or tools at work. There also are plug-in hybrid electric vehicles that can travel a shorter distance on electricity before a hybrid powertrain kicks in.

The Ramcharger is unique, Stellantis says, because the gas engine simply produces electricity to charge the battery and doesn't turn the wheels directly.

Although Kuniskis wouldn't release projections, he said more than 20% of Ram sales will have to be powered at least partly by electricity in order to meet upcoming U.S. government fuel economy and emissions requirements. Earlier this year, Stellantis unveiled a fully electric Ram pickup called the REV.

Stellantis had the worst fuel economy and greenhouse gas emissions of any major automaker, according to a 2022 report by the Environmental Protection Agency.

There's a segment of truck shoppers who want the performance of an electric vehicle but don't want to sacrifice range or towing, said Guidehouse Insights analyst Sam Abuelsamid. High prices have kept many away from electric pickups offered by Ford, General Motors and Rivian, so Stellantis will have to keep the price reasonable, he said.

“They have a package that could be the right mix for people that would like to be able to go electric, have the performance of an electric powertrain but also still have that confidence to go long distances and tow a boat or jet skis,” he said. “They can just stop and put gas in it.”

Demand for electric vehicles in the U.S. has started to level off after a couple of years of huge growth. In August, for example, automakers sold almost 111,000 EVs, equating to 8.3% of the total market. But in September, sales dropped to just under 106,000, or 7.9% of the market.

August EV sales were up almost 60% from a year earlier, but in September, the year-over-year growth rate dropped to 56%, according to Motorintelligence.com. Analysts say EV inventory is growing and prices are dropping as demand levels off.

The Recharger is part of a revamped lineup of Ram pickups that will reach showrooms starting early next year with an internal combustion engine version. The new trucks have upgraded interiors, suspensions and bodies, with a new RAM badge mounted higher on the grille.

The Ram 1500 pickup will come with an optional new twin-turbo 3-liter straight-line six-cylinder engine with up to 540 horsepower. The new engine is more powerful than the Hemi V8 that it replaces, Stellantis said.
