The automotive industry is delivering the first implementations of advanced driver-assistance systems (ADAS) for Level 2 (foot off the gas or break) and Level 3 (hands off the wheel) vehicles. Though it’s struggling to develop an autonomous driving (AD) system from L4 (eyes off the road) to L5 (completely self-driving and autonomous) vehicles. The challenge is turning out to be more difficult than anticipated a few years ago.

Implementing an AD system comes down to safely moving a vehicle from point A to point B without human assistance. This can be accomplished by a three-stage state machine called driving control loop that includes perception, motion planning, and motion execution. Perception learns and understands the driving environment, as well as the vehicle position or its localization on a map. The perception stage feeds environment and localization data to the motion or path planning that calculates the trajectory of the vehicle, in turn performed by the motion execution. If perception generates inaccurate data, the trajectory is going to be flawed. In the worst-case, it leads to catastrophic results.

A successful AD system implementation rests on a state-machine architecture that can formulate a truthful understanding of the environment, produce an efficient motion plan, and flawlessly perform its execution.

Basics of Assertion IP

The purpose of this article is to provide some basic information about Assertion IP to people who don’t have much information about it.

As per the name, AIP is having assertions written at interface level.

Mostly, AIP is written following strict design coding guidelines so that it can be synthesizable.

AIP can be used in Functional simulation environment as an interface monitor similar to transaction level monitor which is used to check interface behavior as per interface protocol. But, mainly it is targeted for Formal environment with Formal tool.

In Formal environment with Formal tool, it is used to generate stimulus to design, perform interface level checks and provide coverage in the Formal environment to verify the design with very less efforts.

Inside AIP

One will found following details in most of the AIP

  • Top level module having Inputs and Outputs which is used to connect [or bind] AIP with DUT
  • Parameters to customize AIP to work with customized DUT
  • Having interface checkerswritten in the form of properties
  • Assert / Assume / Cover declarations of the properties
  • Glue logic to help writing complex protocol check conditions in the properties


Bind will be used to connect AIP with DUT without creating separate test bench module or without editing design code.

One can create separate bind file and using bind keyword, AIP can be connected to DUT.

One can use internal signals and parameters of top level DUT module during binding. Binding AIP with DUT using bind keyword is something like one is creating instance of AIP module inside top level DUT module.

Glue logic

Main purpose of the AIP is to run it with Formal tool in Formal environment. So, AIP should be written in such a way that it will be Formal tool friendly and fully synthesizable. There are various coding guidelines to code AIP to make it formal tool friendly. Those details are out of scope for this article.

Glue logic is required in AIP to avoid writing very complex conditions in the properties. Formal tool will find it very hard to converge on properties if they involve very complex conditions. So, one need to write separate glue logic which can take care of complex condition of the property and code in the property will get simplified.

Assert, Assume and Cover

People familiar with SystemVerilog assertions will be mostly aware of assert, assume and cover declarations of the properties.

AIP will be having various properties to perform protocol checks on given interface.

Then, those properties will be declared as “assert” so that it can indicate adherence or violation of the protocol condition in either formal or simulation environment. In Formal environment, one can look at property falsification and in simulation environment, one can look at failing message in the log.

Similarly, properties will be declared as “cover” so that it can be ensured that what all protocol conditions are exercised in the Formal environment. It gives confidence that what all stimulus Formal tool is able to generate.

Now the important part, “assume” declaration of the property. “Assume” declaration of property will help tool to generate VALID stimulus to the DUT. By default, Formal tool will try to generate all permutation-combination of inputs of DUT. As per given protocol, all those combinations may not be valid. So, formal tool will tune its auto-generated stimulus to DUT based on conditions written in the properties which are declared as “assume”. It will generate stimulus such that all conditions specified in “assume” properties are satisfied.

For example, in AXI protocol AxBURST [ARBURST or AWBURST] is 2-bit signal and valid values as per protocol are 0, 1 or 2. So, we can write assume property for this mentioning (AxBURST != 3). So, Formal tool while generating values for AxBURST will make sure it will generate value 0, 1 or 2 for AxBURST and not 3.

Advantages of AIP

AIP will provide following advantages which adds more value on top of functional simulation environment

  • No need to develop test bench or verification environment. Formal tool and AIP code itself does everything to verify the design. One just needs to bind AIP with design and run with Formal tool.
  • Formal tool with the help of AIP will be able to generate stimulus to the design automatically i.e. no need to write any test cases
  • Formal tool with the help of AIP will be able to generate interface level design corner cases easily which may take very long time to get produced in randomized transaction level functional simulation environment because it directly generates various interface level stimulus without dependency on any high level transaction on top of it
  • Since there are very less efforts [or almost zero effort] needed to develop formal verification environment with Formal tool, one will be able to discover potential bugs in the design very early in the design cycle [In Functional simulation environment, large amount of time will be spent in developing test plan, verification components, verification environment, test bench, test cases, etc., only after which actual verification will start.]

AIP with Formal environment is not substitute for functional verification in simulation environment. It helps in achieving better confidence about design in early stages of design cycle without waiting for verification environment to be built and executed. AIP with Formal environment may not be able to generate ALL high level complex scenarios which randomized transaction level functional verification environment can generate in simulation environment.

Disinfecting robots, smart helmets, thermal camera-equipped drones and advanced facial recognition software are all being deployed in the fight against Covid-19 at the heart of the outbreak in China.

President Xi Jinping has called on the country's tech sector to help battle the epidemic.

Healthcare tech is also being used to identify coronavirus symptoms, find new treatments and monitor the spread of the disease, which has so far infected more than 90,000 people worldwide.

But is it up to the job?

Robots to the rescue

Several Chinese firms have developed automated technologies for contactless delivery, spraying disinfectants and performing basic diagnostic functions, in order to minimise the risk of cross-infection.

Shenzhen-based Pudu Technology, which usually makes robots for the catering industry, has reportedly installed its machines in more than 40 hospitals around the country to help medical staff.

MicroMultiCopter, also in Shenzhen, is deploying drones to transport medical samples and conduct thermal imaging.

China is using drones to detect if anyone has a fever

Meanwhile, advanced AI has been used to help diagnose the disease and accelerate the development of a vaccine.

Alibaba, the Chinese e-commerce giant, claims its new AI-powered diagnosis system can identify coronavirus infections with 96% accuracy.

Its founder Jack Ma has just announced that his charity, the Jack Ma Foundation, will donate $2.15m (£1.6m) towards the development of a vaccine.

"In the battle against Covid-19, emerging technologies have stood out by making immense contributions in an unexpected, creative and amazingly responsive way," said Lu Chuanying, a senior official at Shanghai-based Global Cyberspace Governance.

They have helped "arrest or contain the spread of the deadly virus, thus becoming one of the most reliable and trustworthy means of combating Covid-19," he wrote in an article for state-run China Daily newspaper.

But is all this just for show?

"The state media apparatus, even under normal circumstances, takes every opportunity to send a message about China's technological sophistication, even if a story has little substance to it," notes Elliott Zaagman, who covers China's technology industry and co-hosts the China Tech-Investor podcast.

"I suspect that most of the stories we see about disinfecting robots, drones, etc, are mostly just performative gimmicks. However, tech's 'less-sexy' role in controlling this outbreak should not be dismissed," he told the BBC.

'Era of big data and internet'

Beyond robots and drones, China has also mobilised its sophisticated surveillance system to keep a tab on infected individuals and enforce quarantines.

Facial recognition cameras are commonplace across China, and now companies are upgrading their technology to scan crowds for fever and identify individuals not wearing masks.

Several Chinese firms have come up with AI-enabled fever detection systems

SenseTime, a leading AI firm, says its contactless temperature detection software has been deployed at underground stations, schools and community centres in Beijing, Shanghai and Shenzhen. The company also claims to have a tool that can recognise faces, even if they are wearing masks, with a "relatively high degree of accuracy".

Another Chinese AI firm, Megvii, boasts a similar temperature detection product, which has been deployed in Beijing.

"During this challenging time, we see this not as an opportunity, but our responsibility to do our part to tackle Covid-19 using our technology," a SenseTime spokesperson told the BBC.

Chinese newspaper Global Times reports that officials in Chengdu city, Sichuan province, have been issued with smart helmets that can measure the temperature of anyone within a 5m radius, sounding an alarm if they are found to have a fever.

As Chinese citizens slowly return to work despite the virus outbreak, mobile phones have also emerged as a key tool to track the spread of the coronavirus.

An app called Alipay Health Code assigns individuals the colour green, yellow or red, depending on whether they should be allowed into public spaces or quarantined at home.

It uses big data to identify potential virus carriers, according to its developer Ant Financial. It has already been adopted in more than 200 Chinese cities.

Tencent, the company behind popular messaging app WeChat, has launched a similar QR-code-based tracking feature.

The "close contact detector" app notifies the user if they have been in close contact with a virus carrier.

"In the era of big data and internet, the movements of each person can be clearly seen. So we are different from the Sars time now," Li Lanjuan, an adviser to the National Health Commission, said in an interview with Chinese state TV.

"With such new technologies, we should make full use of them to find and contain the source of infection."

Privacy issues

While these new surveillance tools may be considered efficient - and perhaps necessary during a health crisis - they have prompted concerns about privacy.

Many of these health apps require users to register with their name, national identification number and phone number. Authorities have also sourced data from phone carriers, health and transport agencies and state-owned firms.

There is little transparency on how the government plans to cross-check the data, and there have been reports about personal health data being leaked on the internet.

A report by the New York Times, for example, said that Alipay Health Code also appears to share information with the police.

As the apps become more popular, there's the added fear that it could exacerbate paranoia and lead to discrimination against coronavirus patients.

Chinese citizens are using apps to track the spread of coronavirus

Critics say China could use the health crisis as a justification to expand its already vast surveillance system, which human rights bodies have described as dystopian.

"If there's one lesson that Chinese authorities are learning here, it's where the 'weak spots' are in their surveillance apparatus," notes Mr Zaagman.

"Privacy was already becoming a thing of the past in China. An outbreak like this will only expedite that process".

The winning designs range from an Air Ionizing-Humidifier with an Indoor Air Pollutant Detector to a solar-powered public bench, re-usable LED bulbs and tubes with a replaceable cartridge and sustainable fashion in the form of bags made from ‘green’ materials that are produced using a three-dimensional (3D) printer. 

The humidifier has been developed by Ralph Benedict Capili with his mentor Evelyn Marinas from the University of Doha for Science and Technology in the Philippines. SolSeatz, the solar-powered public bench, is the brainchild of Saber Aragh and his mentor Hamid Naghd Bishi from the Pars University of Architecture and Art in Iran. Shreya Chopra and her mentor Nanita Chopra from Amity University Noida in India won a silver award for GLED, the re-usable LED bulbs and tubes. Eszter Borsodi and her mentor Tamási Kinga from the University of Miskolc in Hungary produced the sustainable fashion. 

Another team of five students from the Universitat Politècnica de València in Spain designed a self-regulating nest for sea turtles that promotes a neutral male-to-female ratio. Sea turtles dig holes in the sand in which they lay their eggs. The eggs laid closer to the surface, where the sand is warmer, will hatch as females, whereas those eggs buried deeper will become males. With climate change warming the sand, the 50% male–female ratio is being upended as a greater number of female turtles hatch. The team behind this design is made up of Victoria Olcina Marcos, Elsa Lacunza Arnedo, Luz Moya Ibáñez, Carmen Reina Román and Nerea Tarín Sáez. Their design won a bronze award.  

About 30% (25) of the 83 teams won gold awards. Another 29 teams won silver and 29 bronze awards. Each winning team will receive a certificate.

The 83 winning teams come from the following 24 countries: Argentina, Austria, Belarus, China, Costa Rica, Hungary, India, Indonesia, Iran, Kenya, Malaysia, Mexico, Morocco, Philippines, Japan, Rwanda, Spain, Sri Lanka, Russian Federation, Ghana, Kenya, Palestine, Kazakhstan, and Ukraine.

The winning teams were selected from among over 1,500 applications from 48 countries. A total of 228 entries advanced to the stage of the final evaluation. 

The designs were judged by a panel of 21 experts in science, engineering, art and design. Careful consideration was given to ensuring gender equality and geographical diversity, as recommended by UNESCO’s partners and its science and engineering networks.

UNESCO launched these design awards in September last year within the framework of the UNESCO – UNITRAIN Youth Competence Development Project.

The awards are open to undergraduate and postgraduate students worldwide. The aim is to solicit innovative, creative works from young people around the world to raise awareness of the important role that science, technology, engineering and mathematics will play in achieving the Sustainable Development Goals.

As we celebrate our winners, we also look forward to the ripple effects that their designs will make. These designs exemplify the power of scientific and artistic collaboration to produce new products and processes capable of fostering more sustainable production and consumption patterns.

Digitalization of the 2024 state budget DIPA and TKD meant to simplify the budget process

Finance Minister Sri Mulyani Indrawati accompanied President Joko “Jokowi” Widodo at the Budget Implementation List (DIPA) handover event at the State Palace in Jakarta on Wednesday. 

As an event that digitally delivers the DIPA to regional heads and heads of state ministries and agencies, this handover is crucial as the involved documents are imperative to the state budget. Ministers/agency leaders use these documents as references alongside regional heads to collaboratively implement various development programs that enhance societal well-being across the country and in drafting the state budget.

The entire process of preparing and approving the 2024 state budget was relatively smooth and timely amid an improving economic situation, thanks in large part to the support of various parties, especially the legislative branch.

"The state budget is crafted optimally to fulfill all priority programs for national development, including protecting the general public and vulnerable groups, economic recovery, driving transformation, developing regions and enhancing defense and security. This effort is carried out while maintaining the health, sustainability and credibility of the state budget. Thus, fiscal policy in the state budget can continue to be beneficial, effective in maintaining the economy and successful in safeguarding the Indonesian people," said Finance Minister Sri Mulyani.

Moreover, the Finance Ministry introduced a breakthrough in the form of budget document digitalization during the event, seen as an efficiency improvement that supports the Green Office initiative by reducing paper usage and expediting administrative processes.

"We want to report that the DIPA handover is different from previous years because, for the 2024 state budget, it was done through digital processes. Starting from budget approval to the DIPA signing process, all of it is done electronically," said Sri Mulyani during her presentation at the State Palace.

"Previously, there were 12 complicated stages in the budget approval process, and now there are just four, all using the SAKTI application. The electronic signature on DIPA will also be immediately certified,” she added.

In her presentation, Sri Mulyani noted that the allocated funds for the 2024 state budget were Rp 3,325.1 trillion.

This budget is intended for various government priorities, which include the completion of priority infrastructure projects, acceleration of green economic transformation, supporting bureaucracy and civil servant reforms and the strengthening of national defense.

"The central government's expenditures will be directed toward improving human resource quality, consuming a significant portion of the state budget allocation. Government spending will also support the implementation of elections and provide further assistance for regional elections. Priority government spending will also strengthen Indonesia's resilience and security, especially for teachers and health workers," Sri Mulyani stated.

 “Government spending will also be utilized to increase public services in rural areas, support the operations of national schools, the education of our children, increase education equality and also mitigate the issue of extreme poverty and stunting,” she continued.

Sri Mulyani also highlighted the country’s success in overcoming the COVID-19 pandemic, navigating successfully through challenges. Despite global economic fluctuations, Indonesia has managed to achieve 5 percent annualized economic growth for eight consecutive quarters, with the government believing that Indonesia's GDP growth will remain stable at above 5 percent by the end of 2023.

Previously, she hoped that for the entirety of 2023 the Indonesian economy would remain above 5 percent growth, specifically 5.04 percent.

“We hope that our economy will remain stable at 5.04 percent, because if not, with a third quarter averaging at 4.94 percent and a fourth quarter lacking meaningful support, our economic growth could fall to around 4.99 percent in 2023” Sri Mulyani added

She  also revealed that the 2024 state budget deficit was expected to be 2.29 percent of GDP, or around Rp 522.8 billion. She affirmed that she was committed to preserving this state budget deficit value amid world conditions, including higher-for-longer reference interest rates in various countries in regard to the rupiah exchange rate.

"We will use the government's cash buffer to minimize financing risks and maintain the debt ratio at a safe level," said Sri Mulyani.

Results-oriented state budget

During the event, President Jokowi cautioned about global uncertainty and potential crises and recessions, urging local and ministry leaders to manage budgets with discipline, precision and targeted efficiency.

"The current geopolitical climate is not getting better, rather it is getting hotter. We can feel the impact of climate change more and more clearly. And the potential crisis and potential recession are not easing but are also getting stronger," said the President.

He also said he hoped that regional and ministry heads would manage the budget in a disciplined, thorough and targeted manner.

"Prioritize transparency and accountability. Do not leave any room for budget misuse related to corruption. Close it!" emphasized the President.

Regarding execution, Jokowi emphasized the need for immediate action to avoid the same problem of accumulated realizations at the end of each year. He urged swift execution, especially considering the limited time left.

“Execute immediately. Perhaps I’ve been repeating this over and over, but January is drawing close, and we need to achieve realization as soon as possible. Earlier I asked the Home Ministry for information on how much realization has been achieved. So far it's only 64 percent in the rural regions, while the center is still at only 74 percent. We only have three weeks left," he explained.

Jokowi also stressed the importance of anticipating uncertainty through automatic adjustments to make the state budget more flexible. 

"As soon as there is a change, be agile in adapting, as this uncertainty truly looms every day, week and month. And remember, this is the people's money, so focus on results. The orientation is on results," stated Jokowi.

Most importantly, the President emphasized maximizing the budget for the benefit of the people. He urged local governments to strengthen synergy and policy harmony with the central government, ensuring that the regional budgets align with development plans.

"Collaboration and harmony are crucial. If the central government builds a dam and irrigation, and the regional tasks are not completed, what's the use? If a big port is built, but the provincial-district/city roads are not connected, what's the use? If a toll road is constructed, it should be connected to industrial areas, tourism, and plantations, not neglected. This needs to be emphasized, synergy and harmony," added Jokowi.

Furthermore, Jokowi highlighted the current global economic challenges and prospects and their uncertainty. He stressed the need to optimize the budget in 2024, complete unfinished portions of the development agenda and strengthen the foundation for the future government.

"Utilize local transfer funds for improving public services, education, health, infrastructure, and develop alternative financing innovations," concluded the President.

Key points of the 2024 state budget

The 2024 state budget will be used as an instrument to ward off challenges and threats to stability. Therefore, it is designed to be anticipatory, alert to potential crises, responsive, prioritize community and national interests and support economic growth. The state budget must also be able to protect society, especially the poor and vulnerable in the form of social protection so that Indonesia can reduce poverty, including extreme poverty, which is targeted to be close to 0 percent by 2024. Apart from that, other welfare targets must also be achieved in 2024, such as reducing unemployment to between 5.0 percent and 5.7 percent, reducing the Gini ratio to between 0.374 and 0.377 and increasing the Human Development Index to between 73.99 and 74.02.

The 2024 state budget is designed to accelerate economic transformation, so its role needs to be optimized to: (i) ensure the state budget acts as a shock absorber, protecting the people and stabilizing the economy from global shocks (stabilizing food prices, energy security and controlling inflation); (ii) have the state budget function as a development agent (economic transformation accelerator) that focuses on human capital, physical capital, natural capital and institutional reform; and (iii) ensure the state budget is an instrument for advancing public welfare (reducing extreme poverty, stunting and inequality).

The state revenue target is Rp 2,802.3 trillion, which will be achieved through, among other things, expanding the tax base as a follow-up to the HPP Law through a follow-up to PPS and the implementation of the NIK as NPWP. The government will also optimize excise revenue, which will be achieved, among other ways, through excise intensification and extensification in order to support the implementation of the HPP Law.

Aside from that, more optimal use of Indonesia’s natural resources will be made, and added value will be increased while still paying close attention to environmental sustainability through steps such as refining policies and improving natural resource management.

State expenditure in 2023 is set at Rp 3,325.1 trillion, consisting of central government expenditure of Rp 2,467.5 trillion and transfers to rural regions set at Rp 857.6 trillion. State spending is directed at supporting the acceleration of economic transformation through eliminating extreme poverty, reducing stunting, controlling inflation, increasing investment, strengthening the quality of human resources, accelerating infrastructure development, supporting the downstreaming of natural resources, deregulation and strengthening institutions. The government will strengthen spending further by encouraging efficiency in basic needs, focusing on development priorities and promoting a results-based budget execution. Subsidy and social development programs will be pushed to be more targeted and effective through increasing data accuracy, improving distribution mechanisms and program synergy.

Moreover, the synergy and harmonization of central and regional policies with be strengthened, including through the implementation of the macroeconomic framework and the main points of regional fiscal policy and strengthening the efficiency and effectiveness of state spending (spending better), which is not only directed at encouraging economic growth but also at encouraging equitable development, job creation, poverty alleviation and reducing disparities both between groups and between regions.

The 2024 state budget has been designed with a deficit of Rp 522.8 trillion, with a focus on budget financing policies in order to cover the deficit, which is carried out through measures that maintain debt financing within safe and manageable limits as well as optimizing non-debt financing. In more detail, the budget financing policy in the 2024 state budget includes, among other things, a debt financing policy that is directed so that: (i) debt management is carried out prudently and flexibly; (ii) debt cost efficiency is ensured through financial market development and deepening; and (iii) selective debt loans are used in order to encourage infrastructure provision and technology transfer.

Lastly, non-debt financing policies are carried out through effective investment financing in supporting economic transformation through empowering BLU, BUMN, SMV and SWF. 

The utilization of excess funds (SAL) will also be optimized to anticipate uncertainty. The government will aim to maintain solid collaboration between fiscal, monetary and financial sector policies. By paying attention to the direction and strategy of fiscal policy in 2024, which is designed to encourage structural reform in the context of accelerating inclusive and sustainable economic transformation while still paying attention to innovative, prudent and sustainable budget financing, the budget deficit is estimated to be at 2.29 percent of GDP or lower than the 2023 outlook. Apart from that, the primary balance can also be maintained toward positivity.

"We hope that the DIPA of ministries/institutions and the List of TKD allocations in 2024 can be followed up immediately, so that the 2024 state budget can be implemented as soon as possible,” Sri Mulyani said to close her report.

Those new supply chains — which are keeping Russians well-stocked with alcohol, luxury goods and other Western products — undermine Europe's efforts to punish Moscow and should be blocked, Gabrielius Landsbergis, Lithuania’s foreign minister, told POLITICO.

“Circumvention of EU sanctions is not only a shortsighted decision — it undermines the basic principles of our union,” Landsbergis said in response to data that shows a handful of countries in the Caucasus and Central Asia are booming as hubs for indirect trade with Russia.

Customs records from the Trade Data Monitor platform, seen by POLITICO, show neighboring Georgia has seen the volume of its trade with Russia shoot up almost 22 percent in the year since Moscow began its all-out invasion of Ukraine, while the amount of alcohol it exports to Russia is up by more than 120 percent.

Kazakhstan’s exports to Russia skyrocketed over the same period, rising about 57 percent in U.S. dollar value.

Armenia, which maintains close trade ties with Russia, saw its GDP grow by an unexpected 11 percent last year, while exports to Russia rose five-fold and transfers from Russia increased sevenfold year-on-year, according to the World Bank. The country noted a budget surplus and its currency, the dram, was one of the world's top performers.

Business boost

“There are new trade flows through third countries where you can see exports to Russia have gone up, and also imports from the West have gone up,” said Janis Kluge, a senior associate at the German Institute for International and Security Affairs.

The bulk of these so-called parallel imports are consumer goods where producers say they don't want to sell their products to Russia, but instead sales to countries with a close relationship with Russia are soaring, according to Kluge. "It's a multibillion-dollar business that has increased and is driving really strong expansions in exports from Russia's neighbors."

One Moscow restaurant owner told POLITICO on condition of anonymity that his bar is stocked with Western alcohol brands. “Beer comes in directly still. Spirits come from Kazakhstan, Coca-Cola from Georgia,” he said.

A spokesperson for Coca-Cola said that while the firm does not authorize exports to Russia, "our actions to prevent any unauthorized imports are limited by regulatory factors linked primarily to free trade within the Eurasian Economic Union" — the single market of former Soviet states that includes Russia, Belarus, Kazakhstan and Armenia, but not Georgia.

The EU, U.K. and U.S. have restricted high-end alcohol exports and put up barriers to Western firms receiving payment from Russian banks; many major beverage companies said they have voluntarily pulled out of Russia.

According to Temur Umarov, a fellow at the Carnegie think tank’s Eurasia Center, these new revenue flows are giving a major boost to countries around the former Soviet fringe.

“There have been several reports that Russian businessmen are reaching out to partners in Kazakhstan, Kyrgyzstan and even Uzbekistan — which is not a part of the Eurasian Economic Union — trying to ask them to order things from European countries and other parts of the world from where it’s not easy to import to Russia any more,” he said.

As a result, “the economic situation has become much more dynamic and energetic in Central Asia," he said. "Many businesses and organizations are trying to use this momentum to fill the niche because they see demand for consumer products in Russia.”

The existence of these routes will also raise concerns that, as well as consumer goods, more sensitive, dual-use products like microchips that could help support Russia's arms industry might be getting through via middlemen as well.

Putin on the pressure

While parallel imports are generally seen as a legal gray area, they fly in the face of the spirit of EU sanctions.

“EU member states should send a clear message both to third countries and to European companies,” said Landsbergis. “In Lithuania, companies choosing circumvention face huge public pressure because our society has made a clear choice: Values matters and cannot be traded for business as usual with aggressor.”

Vilnius is now calling for the EU to appoint a full-time commissioner to oversee the drafting and enforcement of sanctions against Russia and its partners.

David O'Sullivan, the former EU ambassador the U.S., is the bloc's sanctions envoy, but has yet to set out much of his agenda. Without the support of both U.S. financial institutions and private companies, however, it may be almost impossible to stop money flowing out of Russia and goods being sucked in.

“Only if we accept the temporary possible negative impact on European business for the sake of peace, can we finally be uniform in our sanctions policy and implementation,” Landsbergis said.
