Located in Spain’s capital Madrid, the new region becomes Oracle’s 40th globally, and its seventh in the European Union, adding to existing regions such as London, Frankfurt, Amsterdam, Zurich, Marseille, Stockholm and Milan. The region will provide Spanish organizations with easier access to the company’s full range of cloud services, Oracle said, helping them modernize their business applications and better innovate with data and analytics.

Oracle has been investing billions of dollars to expand its cloud infrastructure presence, believing it a necessary step to further its growth in the public cloud computing space. The cloud infrastructure business is the company’s main driver of growth these days, and has helped it to expand its revenue at a time when many of its rivals are struggling to do so.

Oracle’s cloud infrastructure regions are data centers that make available computing resources to customers on an as-a-service basis. Within each Oracle cloud region there are three fault domains, or isolated hardware deployments that each come with their own power supply. That gives customers a way to spread workloads across multiple domains to ensure high availability, while simultaneously ensuring that sensitive data remains in the EU region.

Oracle’s general manager of Spain, Albert Triola, said there are numerous local organizations and public institutions looking to take advantage of the capabilities of cloud computing, with a view to establishing the country as a leader in technology-driven innovation. “With the opening of the Oracle Cloud Madrid Region, we’re reinforcing our commitment to help our customers take advantage of the best cloud technologies while enabling the highest security standards, availability and performance,” he said.

The Madrid region will support more than 100 Oracle Cloud Infrastructure services, including the unique converged database capabilities of Oracle Autonomous Database and Oracle MySQL HeatWave, the company said. Cloud platforms, as a remotely managed service, come with a service-level agreement (SLA) that guarantees an uptime percentage or your money back. These SLAs, and the shifting of responsibility of infrastructure maintenance from your organisation or colocation provider to the clouds in use in your organisation, have prompted an expectation that cloud services will “just work”, even though reality often falls short of that.

Computing infrastructure has become faster and cheaper over time, but a server today is not meaningfully more reliable than a decade ago, because the root causes of outages are often environmental or the result of third-party error.

Some outages over the past two years have been eyebrow-raising in their origin, effect or circumstances.

The fire that destroyed OVHcloud’s Strasbourg SBG2 facility in March 2021 was the result of a faulty repair to an uninterruptable power supply. Cooling systems failed to keep pace with the London heatwave in July, leading to outages at Google Cloud Platform and Oracle Cloud Infrastructure. Although not cloud-specific, the 2020 Nashville bombing damaged a significant amount of telecoms equipment, leading to regional outages.

Given a rise in global temperatures owing to climate change – and a rise in political temperatures – the potential for climate- or extremism-related outages is real.

Of course, comparatively mundane factors also lead to outages, such as bad software deployments, software supply chain problems, power failures and networking issues ranging in severity from tripped-over cables to fibre cuts. Naturally, no discussion of outages would be complete without a mention of DNS and BGP-related outages, which were cited as the root cause of incidents at Microsoft Azure, Salesforce, Facebook and Rogers Communications over the past two years.

Engineer like a storm is coming

If your application is mission-critical, deployment and instrumentation should reflect that. Consider where the single points of failure are – deploying only to one region in a single cloud provides no redundancy. The use of a content delivery network (CDN) can provide cached versions of pages in the event of an outage, which provides utility for serving relatively static content, though the use of a CDN alone will not maintain full feature availability.

Deploying to multiple regions in a single cloud is the lowest-friction means of ensuring availability, although architecting a scalable application whose constituent components can be distributed involves significant engineering time and infrastructure cost. Operating and maintaining individual service units – including data stores – that are deployed to geographically separate facilities is a significant endeavour that needs thoughtful planning and institutional support to accomplish.

Arguments could be made here for multicloud: operating parallel infrastructure to eliminate a single point of failure is enticing, but expensive, complex and repetitive, requiring institutional knowledge of two different cloud platforms and accommodating both as equals in every step of your production processes.

Similarly, compelling arguments could be made in these circumstances for hybrid cloud, but this too is complex. Some of this complexity can be managed through initiatives such as AWS Outposts, Azure Stack Hub and IBM Cloud Satellite, which provide consistent operating environments across public and private infrastructure.

Using these offerings as the sole hedge against outages is short-sighted – it exchanges reliability problems for complexity problems, introducing a new avenue from which outages could occur.

You need site reliability engineering

By adopting site reliability engineering (SRE) to create scalable and reliable systems, it is possible to usefully embrace complexity and increase reliability with careful planning, clearly articulated roles and well-defined incident management processes.

Site reliability engineers are generally tasked with reducing “toil” – repetitive, manual work directly tied to running a service – as well as defining and measuring reliability goals: the service-level indicators and service-level objectives that are tied to the SLAs of a cloud or infrastructure provider. Measuring these, and application performance generally, is achieved with observability tools, which provide the ability for site reliability engineers and other troubleshooters to ask questions about an environment without knowing what needs to be asked prior to an incident.

Although there are different approaches to implementing SRE – and by extension, defining the responsibilities of reliability engineers – there is a distinction between engineers and platform teams. Platform teams are tasked with building out the infrastructure in an IT estate; site reliability engineers are multidisciplinary roles tasked with ensuring reliability in the infrastructure, applications and tooling used by an organisation to deliver a product or service to customers.

Assume the worst, but hope for the best

The ubiquity of cloud platforms leads to visibility among consumers that datacentre operators do not have – services such as Downdetector illustrate the relationship between cloud outages and outages of the consumer brands that use those cloud platforms. Downdetector, and internally, observability tools, provide a real-time understanding of cloud outages that may not be reflected in the service status pages of a cloud platform.

The supplier-provided dashboards require manual intervention to acknowledge a service degradation or outage, making them an editorial product, not an automated real-time view of the service status of a cloud platform. That is not to imply wrongdoing – there are useful reasons to limit information, particularly to avoid tipping off threat actors about the degree to which a service is stressed by an attack.

Cloud platform operators are, naturally, working to Improve reliability and reduce the effect of outages. Microsoft’s introduction of Azure Availability Zones to logically separate infrastructure in the same datacentre region is one attempt to Improve overall reliability, and IBM’s work to strengthen platform reliability has reduced major incidents by 90% in a year.

Disruptions in cloud platforms, network hiccups – for infrastructure or users – and the unpredictable effects of software changes or “code rot” all mean there is practically no way to certain perfect uptime of an application. But thoughtful planning and resource allocation can reduce the severity of incidents. Proactively engineering for instability requires upfront investment, but this is preferable to emergency firefighting.

The new architecture was created with high availability at various levels, like server and storage levels. The servers along with VMware Essential Plus and Veeam software deployed in the Dubai Investments Park, and a few changes were done in the datacenter architecture for deploying disaster recovery. So the solution enabled cross-site disaster recovery of the servers and data based on the required RPO and RTO, which were decided based on the criticality of the system and data. Oracle has laid off more than 200 of its workers in California months after reports surfaced that the tech giant was considering “thousands” of job cuts on the heels of its $28 billion Cerner acquisition.

The Austin, Texas company cut 201 jobs in total on Oct. 3 from its Redwood City, Calif. office, according to its Worker Adjustment and Retraining Notification (WARN) filed in California. The job cuts took effect Oct. 3 and was received by the California Employment Development Department Sept. 30, according to the WARN.

In a letter to the state obtained by CRN, Oracle said the layoffs would be permanent and said that its Redwood Shores campus would not be closing as a result of the job cuts. Oracle formerly housed its headquarters in Redwood City, but moved it to Austin at the end of 2020.

Among the jobs cut in this round, according to the Aug. 4 letter to the state from Anje Dodson, senior vice president of human resources at Oracle: data scientists, application developers, marketing certified and software developers.

CRN has reached out to Oracle for comment.

As of this past May, Oracle employed approximately 143,000 full-time employees, of which about 48,000 are based in the U.S. and the rest internationally, according to a regulatory filing.

Oracle closed its acquisition of healthcare digital information system provider Cerner in June. The company began to notify employees of layoffs in early August, according to a report in The Information at the time. That matches with the date on the WARN notice, which states that this crop of employees received notification about the layoffs on August 4.

The company is the No. 1 employer in Redwood City, Calif. with over 6,500 workers there, according to the city.

Alibaba Cloud’s dedicated cloud region is essentially a souped-up version of CloudBox, an on-premise edge appliance with computing, storage and networking capabilities that provides users with a fully managed cloud service.

CloudBox, which only allows deployment in a single availability zone and in a single datacentre, was first announced in 2019, but was only available in Southeast Asia last month. Xiao said the company will assess demand from customers before widening its availability to more markets.

Alibaba Cloud’s hybrid cloud offerings, like other competing services in the market, underscore efforts by hyperscalers to gain a foothold in enterprises, many of which still see a need for private cloud datacentres to address compliance, data residency and latency requirements.

Xiao said financial institutions and retailers, for example, have deployed CloudBox to meet edge computing requirements where they would like to tap compute power on-premise to crunch big data analytics workloads closer to where the data resides.

Beyond providing enterprise cloud services, Xiao said Alibaba Cloud has released a “cloud-native assessment model” to help enterprises evaluate their current posture in cloud adoption.

“Based on their feedback, we can support their level of cloud maturity and guide them along, whether its replatforming or refactoring their applications,” he said, adding that customers can also use Alibaba Cloud’s migration tool to plan their cloud migrations and calculate and forecast the total cost of ownership of their cloud investments.

Asked if this includes the migration of mainframe workloads, Xiao said Alibaba Cloud is keeping an eye on those opportunities in the market, particularly among large global banks. “Mainframe migration requires some product planning; we will monitor the progress in demand and adjust accordingly.”

Alibaba Cloud has been touting its Cloud Infrastructure Processing Unit (CIPU) architecture that speeds up internal communications between cloud resources to provide cost-performance benefits, and its knowhow in financial services, retail and logistics gleaned from being part of Alibaba Group, to differentiate itself from rivals.

The Chinese tech giant recently committed $1bn to support its partners’ technology innovation and market expansion in the next three fiscal years in a bid to grow its international business. The new investment consists of both financial and non-financial incentives, such as funding, rebates and go-to-market initiatives.

Oracle announced the latest version of Oracle Communications EAGLE Equipment Identity Register, which allows authenticating only subscriber-specific information. This latest version could aid to prevent and curb phone theft in Latin American regions.

Communications service providers, committed to combating phone theft and improving customer service, are looking to implement databases to deactivate lost or stolen mobile devices. By disabling devices and keeping them inoperable on mobile networks around the world, operators can protect customers and help reduce criminals' incentive to steal.

This product allows operators to include the IMEI (international mobile equipment identity) codes of stolen devices, which are the only ones that correspond to specific terminals, in a blacklist that prevents them from operating on the network. It connects to the GSMA-maintained IMEI database, which is stored in the CEIR and acts as a central system for network operators to share information about stolen devices to prevent them from operating on a network.

Oracle’s Cloud Expansion Strategy- A Game Changer

Oracle is striving hard to strengthen its position in the lucrative cloud space.
